As per the EIA Notification, 2006, all new projects, expansion or modernization of existing projects, and changes in product mix listed under the notification require prior Environmental Clearance (EC) from the Ministry of Environment, Forest and Climate Change (MoEF&CC) or the State Environment Impact Assessment Authority (SEIAA). Based on the Terms of Reference (ToR) issued by the Expert Appraisal Committee (EAC), a comprehensive Environmental Impact Assessment (EIA) study is conducted, followed by the mandatory public consultation process. The findings are compiled into a Final EIA Report, which is submitted to the EAC/SEAC for evaluation. Upon their recommendations, the MoEF&CC or SEIAA grants the Environmental Clearance.
